PURPOSE:
The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with HDR Engineering, Inc. of the Carolinas to investigate potential sources and treatment of Perflourooctanesulfonate (PFOS) by developing and utilizing an environmental sampling plan, analyzing collected data and performing pilot scale studies to determine effective PFOS treatment.

BACKGROUND:
As part of the sampling required under the Environmental Protection Agency's Third Unregulated Contaminant Monitoring Rule (UCMR3), the City of Greensboro has detected perfluorooctanesulfonate (PFOS) at concentrations that warrant further investigation in finished water during the last three quarters of 2014. The professional services of HDR Engineering, Inc. of the Carolinas (HDR), an on-call consultant, will be utilized to investigate potential sources and treatment of this substance.

Because of the public health concerns and the potential for future regulation, the Department desires to complete an investigation to ascertain potential sources of PFOS, confirm concentrations of PFOS and other perfluoroalkyl substances (PFASs) in the water supply watershed, and evaluate treatment options that may be considered in the future.

Due to the specialized nature of the investigation, analysis, and treatability evaluation and the limited availability of consultants with this expertise, the M/WBE Office supported a waiver to the M/WBE plan that was subsequently granted by Assistant City Manager, David Parrish.
