PURPOSE:
CDM Smith, Inc. is being requested to provide Construction Administration and Inspections Services for the Mitchell Water Treatment Plant Clearwell Replacement project. City Council approval of a contract in the amount of $471,400 is requested.

BACKGROUND:
The City Council awarded Contract 2011-062 for the construction of the Mitchell Water Treatment Plant Clearwell Replacement to DH Griffin Construction in the amount of $5,604,000 on August 18, 2015. The work consists of: constructing a new 1 million gallon (MG) prestressed concrete clearwell tank, yard piping and appurtenances, grading, road and stormwater improvements, finished water piping and valve improvements in the high service pump station, and associated electrical and instrumentation work.

CDM Smith, Inc will provide onsite observations of the work and field check of materials and equipment for the construction of the Clearwell Replacement project. CDM Smith, Inc. was previously contracted to design, obtain permits and assist with the bidding of civil, process and finished water storage improvements for the project. The Construction Administration and Inspection's team will include CDM Smith and CriTek Engineering Group, P.C. CriTek Engineering Group, P.C. is a local MBE and their utilization is 32 % of the contract amount. This item was referred to Council by the General Government and Infrastructure Committees.

BUDGET IMPACT:
