PURPOSE:

The Facilities Division of the Engineering & Inspections Department is in the process of modernizing the elevators located at 300 W. Washington Street, in the Melvin Municipal Office Building. City Council approval is requested for the change order to upgrade the interiors of the elevator cars.

 

BACKGROUND:

The MMOB has four elevators for visitors and staff use. Two elevators serve the east side of the building while the other two serve the west side. Due to aging technology, elevator downtime has increased and replacement parts have become more difficult to obtain. The cab operating systems for all four elevators need to be upgraded with newer equipment to extend their use for years and minimize non-operating times.

 

The base bid included standard materials for the interior of the elevator cars with plastic laminate on the walls and wide flat handrails. The upgrade in this change order will provide for brushed stainless steel panels for the interior walls which are more durable to handle the heavy traffic volume of these elevators. The upgrade package will also replace the standard flat handrails with a round tubular style for better gripping and improved compliance with the ADA.  

 

The contract for the elevator modernization was awarded to the Otis Elevator Company by City Council on May 5, 2015, in the amount of $679,000 with a commitment of 10% WBE participation for mechanical and electrical subcontracts. Change Order #1 will increase the total amount to $701,520 but will not add any additional subcontracting participation since the changes have no associated electrical and mechanical work.  This item was referred to Council by the General Government and Infrastructure Committees.

 

BUDGET IMPACT:

Funding in the amount of $22,520 for this change order is budgeted in the Building Maintenance and Repair Account for the MMOB: #101-6006-02.5627

 

RECOMMENDATION / ACTION REQUESTED:

The Facilities Division of the Engineering & Inspections Department recommends approval of this change order.
