PURPOSE:

Water Resources is requesting approval of a contract with ARCADIS G&M of North Carolina Inc., to provide engineering design services for major electrical improvements, high service pump improvements and parts warehouse facility improvements at the Mitchell Water Treatment Plant (WTP). City Council approval of the professional services design contract with ARCADIS G&M of North Carolina, Inc. in the amount of $1,170,000 is requested.

 

BACKGROUND:

In order to address aging and deteriorating electrical infrastructure at the Mitchell WTP, improve high service pumping capabilities, and provide for the warehousing of critical parts, a project targeted at improving this infrastructure at the Mitchell WTP is needed. A second important aspect to this project is aimed at improving “redundancy and resiliency” of the systems targeted for the design improvements.

 

The design efforts will focus on improvements in three distinct areas. The first one, major electrical improvements, will result in the elimination of diesel engine drives for two high service pumps and restoring emergency pumping capabilities through installation of a stand-by power generating facility and associated switchgear. The second area, high service pumping improvements, will support the installation of a new high service pump motor, drive, and associated piping systems and replacement of high service pump #3. Lastly, the parts warehouse facility will focus on renovations to the second floor of the Mitchell Filter Building and in the floor shop area of the High Service Pumping Station.

 

The anticipated M/WBE Utilization for the design services contract is 4.2% of the total contract amount (1.2% MBE and 3% WBE). S.L. King, an MBE, will perform 6.8% of the contract amount, but cannot be counted toward the utilization because the firm is not currently located within the Greensboro metropolitan statistical area. 

 

BUDGET IMPACT:

Funding in the amount of $1,170,000 is budgeted in the following Water Resources Capital Projects Bond Fund account: 515-7023-02.5410. This funding will be made available from a portion of the bond anticipation notes issued in 2014 and a portion of the bond anticipation notes to be issued in the first quarter of 2016.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Departments recommends approval of the design services contract with ARCADIS G&M of North Carolina, Inc. in the amount of $1,170,000.
