PURPOSE:
This appropriation is necessary to fund Phase 2 of the Police Department Headquarters Renovation project.


BACKGROUND:
On August 8, 2011, City Council approved a resolution authorizing the City of Greensboro to acquire the Greensboro Federal Building located at 320 Federal Place (Res#189-11). Since the acquisition, renovations have been made to the basement, 1st floor, and a portion of the 3rd floor. This phase of the renovation will complete the 3rd and 5th floors of the Headquarters building and will cost $2,300,000. In order to fund this, $500,000 of Federal Forfeiture funds and $775,000 of Capital Reserve funds will be used. The remaining $1,025,000 will be funded through a Water Resources purchase of space of the first level currently occupied by Police at the J. Edward Kitchen Operations Center. The facility will continue to serve as the District 2 Substation deployment site. Additionally, the requested funding will be used to make necessary improvements at the Swing Road facility which will house Police personnel relocated from the Kitchen Center.

By purchasing the space, Water Resources will be better positioned for future growth and will be able to address current space limitations for meetings and training. Additionally, this will provide more customer parking in front of the building that is currently used for some City-owned vehicles. This item was referred to Council by the General Government and Public Safety Committees.
