PURPOSE:

The bids for Contract 2010-035 (E. Cone Boulevard and Nealtown Road Extensions) have been received.  In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Jimmy R. Lynch & Sons, Inc. in the amount of $13,576,830.81.

 

BACKGROUND:

This work consists of all labor, equipment, and materials required for 3,200 LF two-lane roadway extension of Cone Boulevard and 2,000 LF two-lane roadway extension of Nealtown  Road.; along with curb and gutter, sidewalks, storm drainage, and a bridge (on Nealtown Road). The extensions will connect Nealtown Road to Cone Boulevard and increase connectivity in the area. White Elder Road and the neighborhood north of the Cone extension will not be connected to this project.

 

The bids were opened on August 25, 2015, and the apparent lowest, responsible bidder is Jimmy R. Lynch & Sons, Inc. (Pilot Mountain, NC) with a bid of $13,576,830.81. The price of an Alternate in the bid was $1,981,980, but the alternate was not accepted.

 

All bidders provided prices for an alternative to haul the material excavated from an old landfill at the southern abutment of the new bridge to a private licensed landfill in Montgomery County. The base price provides for hauling the excavated material to the White Street Landfill next door. To accept the alternate, there would be an increase in cost of $1,233,768 and award to the 2nd low bidder, Yates Construction, in the amount of $14,810,598.72. The alternate was not accepted due to its cost and due to the impact on the neighborhood and streets in the area. The impacts of the 4,000 trailer-truck loads to remove the excavation would include noise, road congestion, muddy streets, litter, and an extended construction time.

 

The MWBE utilization goals were MBE=7% and WBE=8%. The bidder’s commitment is MBE=5% and WBE=8%. The MWBE Office review determined that the bidder made a good faith effort to meet the goals.

The proposed date for start of construction is October 19, 2015.  The proposed date of completion is September 19, 2017.

 

BUDGET IMPACT:

Funding for this contract should come from 2008 bond fund account 471-4502-05.6014.  This funding will be made available from a portion of the bond anticipation notes issued in 2014 and a portion of the bond anticipations to be issued in the first quarter for 2016.  A budget adjustment is required to create the budget in the appropriate construction account.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended and requested by the Departments of Engineering & Inspections and GDOT that City Council approve the bid and award Contract 2010-035 (E. Cone Boulevard and Nealtown Road Extensions) to Jimmy R. Lynch & Sons, Inc. for the bid amount of $13,576,830.81 and approve the associated budget adjustment.
