PURPOSE: To review and approve the operational agreement between the City of Greensboro and Greensboro Downtown Parks Inc. for LeBauer Park.
BACKGROUND: The Council has previously approved the acceptance of the Carolyn and Maurice LeBauer Park gift totaling $10M and as a result, City Council accepted the gift and later approved the lease agreement with LeBauer Park LLC to construct the park. Upon completion of the park, the City will become the owners along with Center City Park. This item has been referred by the Community Services Committee.
During the acceptance of the gift staff indicated that management of the park would result in a public / private partnership that would allow for revenue generation to assist with operational sustainability, and do so without relying solely on general fund dollars, or creating any additional tax burden to residents.
BUDGET IMPACT: During second year of operation the City will continue to contribute $350,000 for maintenance and expenses associated with the operations. The City currently provides a budgeted amount of $350,000 to Center City Park. This contribution will remain but will be utilized for both parks at the same amount ($350,000).
