PURPOSE:
This appropriation is necessary for the Technical Services Capital Project Fund (688) to be increased for the 2015/2016 budget year to make payment to Motorola for the Migration Assurance Plan (MAP) project.


BACKGROUND: The 800 MHz radio system that supports public safety and general government departments in Greensboro and Guilford is nearing end of support between 2013 and 2016.

Technical Services has been accumulating fund balance for the purpose of assisting in the replacement of the City's 800 MHz radio system and its associated software and equipment. The current Motorola 4.1 platform was originally installed in the late 1990's and the "Z" or final release of its operating software and equipment was introduced in 2004. Certain key equipment and components of the dispatch/radio system will reach end of support in 2013 while others components will reach end of support in 2016. The potential lack of parts and support poses a significant risk for both the system itself as well as its users that includes the City of Greensboro and Guilford County's public safety departments.

The current MAP project continues the replacement and upgrades required annually per contract to keep the radio system operational and functional until all phases are complete resulting in total replacement of the current obsolete infrastructure allowing for gradual system replacement and continued service.
