PURPOSE:

City Council is requested to consider adopting the attached resolution authorizing the creation of a Steering Committee for the Participatory Budgeting process.

 

BACKGROUND:

Participatory Budgeting was supported by City Council resolution on October 7, 2014.  The City entered into a contract with The Participatory Budgeting Project on July 21, 2015 to provide professional assistance for community engagement.  Creating a Steering Committee and establishing a Rulebook are deliverables in the professional services contract. 

 

A community-based Steering Committee is necessary to establish a Rulebook containing the rules and procedures to govern the Participatory Budgeting process.  The composition of the Steering Committee will be an 18 member board where each City Council member is requested to appoint two representatives. The Committee should be made up to ensure that it reflects Greensboro’s diversity and represents key stakeholders in the governance of Participatory Budgeting.

 

Responsibilities of Steering Committee Members include:

                     Participate in 6-8 meetings between September 2015 and May 2016

                     Attend at least one PB event/meeting during each stage of the PB process

                     Neighborhood assemblies

                     Delegate meetings

                     Voting

                     Decide on key questions that arise during the process

                     Promote PB using protocol agreed upon by the Steering Committee

 

Residents will be encouraged to submit their name for inclusion on the committee prior to August 27, 2015. Council is requested to appoint the Steering committee at their September 1, 2015 Council meeting.
