PURPOSE:
The Greensboro Fire Department has received a federal Staffing For Adequate Fire and Emergency Response (SAFER) grant award of $1,119,648. This grant allows the fire department to fully comply with NFPA 1710 for minimum staffing, and OSHA 1910.134 for the minimum standard of two-in/two-out when arriving first on a fire scene.

BACKGROUND:
The NFPA establishes organizational guidelines that are industry standards, which are recognized nationally by fire departments and the judicial system as credible best practices. The NFPA's standard for the Organization and Deployment of Fire Suppression Operations by Career Fire Departments (Standard 1710) calls for a minimum of four personnel on all first arriving apparatus. This determination is based on scientific research of fire behavior, fire service response history, statistics, and decades of experience by fire service professionals. Four-person staffing on all ladder companies has been a goal of the department for a number of years. The 2016-2017 budget includes funding to staff two of the four remaining ladder trucks with four personnel. This grant will allow us to provide a minimum staffing of four personnel on the two remaining ladder companies.

BUDGET IMPACT:
This is a Staffing For Adequate Fire and Emergency Response Grant for $1,119,648 that will cover Salaries and Benefits for twelve firefighters from January 1, 2016 through December 31, 2017. There will be M&O costs that will need to be absorbed by the city during that time.
