PURPOSE:
The bids for Contract 2014-17A (Patton Avenue Bore & Waterline Encasement) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Yates Construction Co., Inc. for $317,751.

BACKGROUND:
This work consists of installation of approximately 210 feet of 24" steel casing by the dry bore-and-jack method under I-40/Business 85, installation of approximately 250 feet of 12" ductile iron water line, and abandonment of the existing 8" water line. The project is located approximately 200 feet east of Patton Avenue. The bids were opened on July 28, 2015 and the apparent lowest, responsible bidder is Yates Construction Co., Inc. (Stokesdale, NC) with a bid of $317,751. No additional bids were received, but the one bid could be opened since this contract was re-advertised and this was the second receipt of bids.

The bidder has a commitment of 30% with a certified WBE firm. No goals were set for the project; bidders were encouraged to make efforts to solicit and use certified MWBE firms for goods and services.

The proposed date for start of construction is September 21, 2015. The proposed date of completion is November 30, 2015.

BUDGET IMPACT:
Funds for this construction contract in the amount of $317,751 are budgeted in Water Resources Capital Improvements Fund account 503-7025-01.6016 Activity A16037.
