PURPOSE:
The Water Resources Department needs to recalibrate the City's sewer model based on flows recently measured in the sewer collection system. City Council approval of a contract with Arcadis G&M of North Carolina, Inc in the amount of $415,000 is requested.

BACKGROUND:
The City's existing dynamic sewer collection system model needs to be expanded and updated to ensure it remains accurate in determining system response and relevant for updating to the City's Sanitary Sewer Master Plan. The plan, which was created in 2001 and last updated in 2010, identifies sewer mains that are inadequate to convey existing and projected future flows, and assists with with rehabilitation and replacement project prioritization.

Arcadis is one of ten on-call professional services firms utilized by Water Resources Department that were chosen in 2014 through a Statement of Qualifications (SOQ) selection process to provide professional engineering and design services. Based on their qualifications and experience Arcadis was selected to develop and maintain the City's dynamic collection system model used to update the Master Plan, and provide as needed, support services for projects associated with the model's findings. In consultation with the M/WBE Office an outreach effort was made to determine the capability of other firm's to perform this type of work. With the intention of building future local capacity capable of utilizing and maintaining the City's model the consultant has agreed to provide training on the use and maintenance of the model to both City staff and a local M/WBE firm.
