PURPOSE:
The Greensboro Police Department (GPD)'s Traffic Safety Unit was awarded a grant by the NC Governor's Highway Safety Program (NCGHSP) for FY 14-15 (October 1, 2014 - September 30, 2015). The grant project budget totaled $21,723 and required a 50% match. Certain spending restrictions were placed on the funds as well as a reduction in the actual award. A budget ordinance needs to be approved by City Council in order to reduce the grant award and the corresponding match funds.

BACKGROUND:
The mission of the NCGHSP is to promote highway safety awareness and reduce the number of traffic crashes and fatalities in the state of North Carolina through the planning and execution of safety programs. The grant funds were awarded to purchase new equipment and materials to enhance the quality of the programming GPD currently provides and to sustain future program initiatives. The grantor restricted the use of funds for promotional items and other program equipment.

BUDGET IMPACT:
On September 16, 2014, City Council approved and accepted a grant award from the GHSP (Ord. #14-0121). The original grant funds totaling $21,723 are housed in account #220-3561-01, including match funds from State Drug Excise Tax funds. GPD requests a reduction of the total project budget and the matching funds by $13,704. The resulting award total will become $8,019.

RECOMMENDATION / ACTION REQUESTED:
It is requested that the City Council adopt the budget ordinance to reduce #220-3561-01 by $13,704, thereby reducing the total project budget and the source of matching funds for the GHSP Traffic Safety Education Grant FY15.
