PURPOSE:
Withers & Ravenel, Inc. is needed to provide additional engineering services for the federally funded Downtown Greenway Phase 2 project, EL5101DJ. City Council approval of a contract extension to the professional services contract in the amount of $14,470 is requested.

BACKGROUND:
The downtown greenway will enhance pedestrian and bicycle circulation in and around downtown, serving as a hub for a larger future greenway network and improving transportation safety and mobility choices. Phase 2 is the section of the greenway along Murrow Boulevard and Fisher Avenue, from E. Lee Street to N. Eugene Street. The section includes significant public art installations at the Murrow/Lee Street intersection and at the Murrow/Lindsay Street intersection. Improvements to Summit Avenue at the overpass at Murrow are also included.

Withers & Ravenel was awarded the design contract for Phase 2 by City Council on June 5, 2012, in the amount of $680,531. An extension to the contract for design services to upgrade water lines on a portion of W. Fisher Avenue was authorized by Council on August 5, 2013, in the amount of $4,400.

The Water Resources Department has identified the need to extend a new 8 inch water line on E. Fisher Avenue to an existing 12 inch waterline on N. Church Street. The project will address water quality issues, improve existing fire flows in the area, and provide additional redundancy with a new loop feed.
