PURPOSE:
The purpose of this agenda item is to request that the City Council authorize an amendment to the agreement with Petra Engineering for the White Street Landfill Gas Utilization project to include a 15 to 20 acre solar farm at the White Street landfill. The solar to energy component will be built, operated and owned by Petra Engineering.

BACKGROUND:
Staff reviewed this project concept with Council at its June 23rd work session. The presentation covered at that work session is attached.

Petra Engineering has proposed to build, operate, and own a solar project on City property at the White Street Landfill to produce electricity. The electricity produced at Petra's solar facility will be purchased by Duke Energy. The solar facility is expected to occupy 15-20 acres of landfill property which Petra will lease from the City for about $6,000 annually. Along with the landfill gas facility, the solar facility will also offer the opportunity for hands-on experience with renewable technology for local colleges.

The term of this solar project is 25 years. Consistent with the landfill gas project, the City will have the option to purchase the solar equipment after the 7th year of operation. If this option is exercised, the City would then receive revenues from the sale of electricity to Duke Energy's grid.

BUDGET IMPACT:
City funds are not required for this project. The payments to the City will be placed in the Solid Waste Capital Reserve & Operating Fund. Once constructed, the City will receive average annual revenue of about $6,000 for the lease o...
