PURPOSE:
The Field Operations Department plans to enter into a contract with a professional engineering consultant to conduct a citywide pavement condition survey. The cost is $174,530. City Council approval is required for contracts of $100,000 or more.

BACKGROUND:
The Centralized Contracting Division conducted a Request for Qualifications for Professional Engineering Consulting Services for Pavement Management System Services in the online Greensboro Electronic Procurement System (GEPS). The specialized services include a pavement condition survey, system wide modeling and optimization, reporting, and on-call scenario analysis. Results of the project will identify current and future needs on City maintained roads and facilitate development of short and long-range pavement maintenance and rehabilitation strategies. Historically, the City has completed a pavement condition survey about every 2 years. The survey looks at the most common types of pavement distress and their severity. Each street receives a rating from 1-100 (100 being the highest). The city uses the information to determine which streets are resurfaced and which will receive preventive maintenance such as crack sealing, short overlays, and full depth patching.

A total of 671 contacts from the GEPS system received notification of the RFQ. An outreach email inviting firms to participate in the RFQ was sent to 19 MWBE contacts and 5 DBE contacts from the Greensboro ten-county area ,who were registered under the event commodity code in the State's Historica...
