PURPOSE:
The Water Resources Department requests approval of a three-year contract with Brannon Technology to provide technology consulting services. These services allow the department to maintain effective and efficient data collection, project management, and training when necessary.

BACKGROUND:
The Water Resources Department generates massive amounts of data from the computer systems used by the utility. The management of this data is vital to the successful operation of core departmental functions, allows for regulatory reporting, and drives decisions involving process improvement, management, and capital improvements. This work involves maintenance of servers, technical support, application development, database administration, software administration, technology leasing, project management and similar functions. An additional resource capable of augmenting the Department's Information Technology section and performing at a top tier level of support with a vast knowledge of leading development standards and solutions to problems is needed.

Tasks identified include conversion of critical data for water treatment plants and wastewater treatment plants from an obsolete solution to a central SQL Server, development and maintenance of databases and applications to provide regulatory reports for state and federal agencies, assistance in continual optimization of departmental database and application servers, automation of various processes, and development and maintenance of applications to more efficiently capture and report data.
