PURPOSE:
Volkert, Inc., was selected to provide construction engineering and inspections services for the construction of the Cone Boulevard - Nealtown Road Extensions & Bridge. City Council approval of the professional services contract with Volkert, Inc., in the amount of $493,890.85 is requested.

BACKGROUND:
This project includes a 3,200 linear foot easterly extension of Cone Boulevard and a 2,000 linear foot northerly extension of Nealtown Road. Cone Boulevard will have two lanes, curb and gutter, and a sidewalk on the south side. Nealtown Road will have two lanes with curb and gutter, sidewalks and a significant bridge over North Buffalo Creek. The southern approach on the Nealtown Road extension to the bridge crosses an old, abandoned landfill.

Construction of the project was advertised on June 18, 2015, with Council award of the contract scheduled for August 18 and construction starting in September.

Two features of the work on this contract require that expert inspections be provided by a consultant: the construction of a steel bridge and the excavation in the old landfill. The Volkert team will provide those inspections. No MWBE firms in the area were found that could provide the inspections required, so a capacity-building approach of using a mentor-prot?g? was selected to provide them with opportunities to participate in this and, hopefully, future projects. The MWBE Office and the Engineering & Inspections Department agreed to set a 2% goal for a prot?g?. Volkert has included Westcott, Small & Associates, a WBE engineering firm in Greensboro, as a prot?g? in their team with 2.43%...
