PURPOSE:
The Department of Engineering & Inspections, in partnership with the Department of Water Resources is requesting Council approval of an assessment roll for a sewer main to extend existing 8” sanitary sewer line on Ridgedale Drive to serve property owners at 4654 Lake Jeanette Road. City Council, as provided by law, is required to hold a public hearing and approve the assessment roll before the pending charges can be levied against the abutting property.
BACKGROUND:
As a result of the Lake Jeanette Rd widening project, the Department of Water Resources recommended extending sewer service to properties where none existed before within the limits of said street improvements. As provided for in City Charter Section 6.134 (b) & 6.138 (b) (d), City Council adopted a resolution on February 21, 2006, by Public Necessity, ordering the installation of the 8” sewer line improvement on Ridgedale Dr to Lake Jeanette Rd. The contract is complete and the total project construction cost has been determined. A portion of the improvement costs is assessed against the abutting property at $16.00 per foot frontage for the improvement. During the October 16, 2014 work session, City Council approved the staff recommendation to hold in abeyance water and sewer assessments of any property not currently connected to services. Through this abeyance option, assessments become billable only when a resident chooses to connect and will be billed at the above rates, which include an option of 10 annual payments at 6% interest. A copy of the Assessment Roll was advertised on July 9, 2015 and the attached Noticed of Public Hearing for local improvements was mailed to the last known property owners on July 1, 2015.
BUDGET IMPACT:
The total project cost is $4,559.98. The properties were assessed, as allowed by the above resolution, for a total of $1,439.36. The remaining project cost of $3,120.62 was assumed by the City and paid for from the Water Resources Construction Fund.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources and Engineering & Inspections Departments recommend that City Council adopt the resolution confirming the assessment roll for a sewer main extending from a sewer main to extend existing 8” sanitary sewer line on Ridgedale Drive to serve property owners at 4654 Lake Jeanette Road in the total assessed amount of $1,439.36.
