PURPOSE:
The City Grant Policy requires Council approval on all grant applications requiring match funds. The Greensboro Police Department applied for federal Body-Worn Camera grant funds on June 16, 2015 through the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA). Due to the timing of the grant application and the agenda preparation schedule, July 21, 2015 is the first opportunity for City Council to review this as an agenda item.

BACKGROUND:
This competitive solicitation is for law enforcement agencies seeking to establish or enhance Body-Worn Camera Policy and Implementation Programs (PIP). The FY 2015 Body-Worn Camera Policy and Implementation Program will support the implementation of body-worn camera programs in law enforcement agencies across the country. The intent of the program is to help develop, implement, and evaluate a Body-Worn Camera program as one tool in a law enforcement comprehensive problem-solving approach to enhance officer interactions with the public and build community trust.

BUDGET IMPACT:
The grant project will be funded entirely from NC State Drug Excise Tax Funds and Body-Worn Camera Policy and Implementation Program Grant Funds. $75,807 from the City's State Tax Funds will leverage an additional $249,451 in Body-Worn Camera Policy and Implementation Program funds.
