PURPOSE:
Water Resources is requesting a Contract Change Order to the Mitchell Water Treatment Plant Mechanical, Electrical and Structural Repairs Contract 2013-038 in order to continue to provide construction observations, construction administration, additional chemical feed system design improvements and Arc Flash analysis and labeling for the project. In order for the additional work to proceed, approval for a contract change order is requested.
BACKGROUND:
Contract 2013-038 was approved by the City Manager’s Office on April 19, 2013 with ARCADIS G&M of North Carolina, in the amount of $69,000.00. The original contract called for Arcadis to provide bid documents, bid support services and very limited construction support services for the demolition and relocation of filter plant equipment and piping. Minimal inspection services were included to cover a three week observation window. Change Order #1 in the amount of $143,000 was approved on October 1, 2013 in order to authorize Arcadis to provide design services to upfit the interior of the filter plant (restrooms, chemical feed rooms, break room and lobby) and extend construction observation services to twelve weeks. Change Order #2 in the amount of $25,000 was approved on March 5, 2014 authorizing Arcadis to take over the lead engineer role and develop construction project manuals using the City’s standard general conditions and provide additional instrumentation and chemical transfer piping design services. Change Order #3 in the amount of $60,000 was approved on April 8, 2015 to cover contract rebidding services and extending construction phase services (including partial weekly construction observation) over the 10-month construction period. Change Order #4 authorizes design services for additional bulk chemical transfer improvements, post construction record documentation and Arc Flash analysis / labeling for new equipment being installed under the construction contract.
Arcadis is one of ten on-call professional services firms utilized by Water Resources Department to provide design services. Critek Engineering Group, a certified MBE will provide sub-consultant services equivalent to 5% of the proposed change order fee.
BUDGET IMPACT:
Funding in the amount of $60,000 is budgeted in the following Water Resources Operating Fund account: 503-7024-04.5413. A budget adjustment is necessary to use this account.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Departments recommends approval of change order #4 to contract 2013-038 with ARCADIS G&M of North Carolina, Inc. in the amount of $60,000 and the associated budget adjustment.
