PURPOSE:
The Transportation Department is responsible for traffic signal loop detector maintenance. The Department uses contracted services to perform this work. City Council approval is required for contracts valued at $100,000 or more.

BACKGROUND:
At the request of the Transportation Department the Centralized Contracting Division conducted an on-line competitive request for Proposals (RFP) for Traffic Signal Loop Maintenance Services through the Greensboro Electronic Procurement System (GEPS) in Event #7731. A total of 292 contacts were solicited through the GEPS system. The Centralized Contracting Division sent an outreach email to 5 historically Underutilized Business (HUB) certified M/WBE firm contacts from the Greensboro M/WBE Plan 10-county area, inviting them to respond to the RFP. A total of 2 firms submitted responsive responses, none of which were HUB certified M/WBE firms.

The Department scored the submittals based on criteria outlined in the RFP which considered pricing, experience and references for an award based on the "Best Value" standard. Underground Solutions, Inc., a firm with offices located in Liberty, NC, scored highest and is recommended for this contract award.


BUDGET IMPACT:
The contract term begins on July 1, 2015 and is for a 2-year period. The total estimated value for the contract for the 2-year period is $367,420. Funds for 2015-16 are available in the current budget.
