PURPOSE:
Establish a Heritage Community Recognition Program to recognize the cultural and historical importance of neighborhoods or areas of the City not eligible for listing on the National Register of Historic Places or local Historic District designation.

BACKGROUND:
The purpose of the Heritage Community program is both commemorative and educational, providing an opportunity to highlight the hidden history of the City. As proposed, Heritage Community recognition would occur through an application process supported with evidence of the area's historical significance. Applications would be reviewed by a Committee of the Historic Preservation Commission before being forwarded to City Council for consideration.

Recognition would consist of a resolution by City Council, materials made available on the City website, Greensboro Historical Museum, Public Library and other public outlets.  A more detailed description of the program elements and designation process is attached.

In February 2015, the Historic Preservation Commission reviewed the proposed program and indicated their support for the establishment of the program.

BUDGET IMPACT:
None.

RECOMMENDATION / ACTION REQUESTED:
Establishment of the Heritage Community Recognition Program as proposed.
