PURPOSE:

Allocations are for programs funded through the Workforce Investment Act (WIA) via the U.S. Department of Labor, passed through the N.C. Department of Commerce (NC DOC) and its Division of Workforce Solutions to the Workforce Investment Act Local Area program administered by the City of Greensboro’s Office of Workforce Development division and the Greensboro/High Point/Guilford County Workforce Development Board (WDB). A budget amendment needs to be approved to allow the expenditure of funds.

 

BACKGROUND:

1.                     Includes Detail Section 1-4 below.  The NC Department of Commerce provides state-wide Workforce Investment Act funds, on a competitive basis, for businesses to train their incumbent workforce.   The WDB receives applications from local businesses, approves and prioritizes them, then submits them to the NC Department of Commerce for review and approval.  Awards are then made directly to Local Workforce Development Areas.  An award was made on behalf of four businesses: ESRA Facility Management, a facility management and energy audit provider in Greensboro in the amount of $2,455; Mickey Truck Bodies, an automotive body manufacturer in High Point in the amount of $9,686; Cascade Die Casting Group, an aluminum dye caster in High Point in the amount of $9,686; and Piedmont Pharmaceuticals, a pharmaceutical developer in Greensboro in the amount of $9,852.

 

The PY 2014 ESRA IWP Fund is established in the amount of $2,455

The PY 2014 Mickey Truck Bodies IWP Fund is established in the amount of $9,686

The PY 2014 Cascade Die IWP Fund is established in the amount of $9,686

The PY 2014 Piedmont Pharmaceutical IWP Fund is established in the amount of $9,852.

 

 

2.                     Includes Detail Sections 5-10 below.   The Workforce Investment Act (WIA) Local Area program earned fees for assessment of WorkKeys skill levels for non WIA-enrolled individuals in Guilford County in both Fiscal Year 2013-14 and Fiscal Year 2014-15.  Income earned through these services will be used to offset assessment expense under the Workforce Investment Act.  The total income earned was $1,121 which is then allocated to the various primary WIA grants for expenditure purposes.

 

The PY 2013 WIA Adult, Dislocated Worker and Youth funds are increased in the following amounts:

WIA Adult 2013 2020 grant in the amount of $308

WIA Dislocated Worker 2013 2030 grant in the amount of $125

WIA Youth 2013 2040 grant in the amount of $188

 

 

The PY 2014 WIA Adult, Dislocated Worker and Youth funds are increased in the following amounts:

WIA Adult 2014 2020 grant in the amount of $165

WIA Dislocated Worker 2014 2030 grant in the amount of $207

WIA Youth 2014 2040 grant in the amount of $128

 

 

 

 

BUDGET IMPACT:

The attached ordinance results in an increase of $32,800.  This increase will be funded through grant funds and program income.  No City funding is required.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended and requested that the City Council adopt the attached budget ordinance establishing and/or adjusting funding in the amount of $32,800 for Workforce Investment Act Local Area programs.
