PURPOSE:
Authorize agreement amendment with NC Department of Transportation for Greensboro Sidewalk Designs (EL-5101 DL) to provide additional federal funding for the purchase of right of way.

BACKGROUND:
In 2011 the Greensboro City Council and the NCDOT entered a funding agreement for EL-5101 DL Greensboro Sidewalk Project for design work. The purpose of this project is for sidewalk construction on a) English Street: Phillips Avenue to Florida Street (3.3 miles); b) Pisgah Church Road / Lees Chapel Road: Battleground Avenue to Yanceyville Street (3.9 miles); c) West Friendly Avenue: West Market Street to Francis King Street (2.5 miles); and d) Yanceyville Street: Bessemer Avenue to Lees Chapel Road (6 miles). These sidewalk segments will fill a substantial gap in the city's sidewalk system providing improved access to neighboring land uses, transit, parks and other amenities.

This amendment will provide additional federal funding in the amount of $847,000 (80%) in federal Congestion Mitigation and Air Quality (CMAQ) funding and $258,000 (80%) in federal Surface Transportation Program - Direct Apportionment (STP-DA) funds. These funds will require a local match of 20% totaling $276,250. The additional funding will be used to purchase right of way for this project.

BUDGET IMPACT:
This project is currently funded as follows:

$1,114,550

The amended agreement and associated ordinance will increase funding as follows:

$847,000 (80%) CMAQ Funds
$258,000 (80%) STP-DA
$276,250 (20%) Local Funds
$1,381,250
