PURPOSE:
CITI, LLC is being requested to provide process control integration services for the Water Reclamation Division of the Water Resources Department. City Council approval for a three-year contract with CITI, LLC in the amount of $587,271 is requested.

BACKGROUND:
Water Resources is requesting to enter into a three-year contract with CITI, LLC to provide technical services and assistance to maintain the Water Reclamation Division's instrumentation, controls and the Supervisory Control and Data Acquisition System (SCADA). The SCADA system helps the plant staff control treatment operation, generates production reports, and receives alarms to warn of abnormal conditions with the plant equipment and processes.

Water Resources advertised for process control integration services for the T.Z. Osborne Water Reclamation Facility 56 MGD upgrade projects on April 15, 2013. CITI, LLC was one of three firms that submitted for that work and was selected to provide process control integration services for the four construction packages. Process control integration services are a very specialized field of work with a limited pool of integrators in this area. CITI has committed to sub contracting with S.S.M.C., INC., a local MBE firm, in a mentor/prot?g? relationship to help build capacity in this area. S.S.M.C., INC will perform 7.8% of the contract work. CITI, LLC is a MBE firm but currently does not have a significant business presence in the Greensboro MSA.
