PURPOSE:
The Water Resources Department requests City Council approval to authorize an adjustment of $35,339.19 to Pacifica Mizell LLC for the overbilling of the 3x6-inch domestic water meter serving apartments at 3800 Mizell Rd. In accordance with Article IV Section 2-103 (Refunds, rebates by director of finance to correct errors) of the City Code of Ordinance City Council approval is required for billing refunds that exceed $20,000.
BACKGROUND:
Two large 3x6-inch water meters serve the large apartment complex at 3800 Mizell Road. A bill edit found that one of the two meters was registering much lower than the normal historical average last October 2014. An investigation was done, and based on an interpretation of data received, that account was coded erroneously in the billing system which caused it to bill higher in the ensuing months. Staff conducted a standard field check of the meter in May 2015, and it was subsequently determined that the water meter had not registered the consumption which was billed. Based on the true consumption that went through the second meter, an adjustment of $35,339.19 should be given. The property management staff at 3800 Mizell Road was notified once the error was verified.
BUDGET IMPACT:
No budget impact; revenue posted in error.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends and requests that City Council approve a refund in the amount of $35,339.19 to Pacifica Mizell LLC (billing account 410-0939.304) for overbilling of domestic water and sewer use on the property.
