PURPOSE:
Water Resources is requesting a contract change order to T. Z. Osborne Water Reclamation Facility (WRF) Package 2 Contract 2011-038A to meet additional NC Department of Environment and Natural Resources (NCDENR) requirements for stream buffer/wetland impacts and sediment erosion control. In order to implement the additional regulatory control measures, approval for a contract change order is requested.

BACKGROUND:
Contract 2011-038A was approved by City Council on January 6, 2015. The contract was awarded to Garney Companies, Inc. in the amount of $26,640,000. The contract called for mechanical and electrical improvements to the existing primary treatment process as well as the installation of new clarifiers.

As part of the permitting process, a site evaluation was performed by the US Army Corp of Engineers and the NC Division of Water Resources. The outcome of the evaluation resulted in changes to the erosion and sedimentation control plan for the site. The revised and approved plan calls for five distinct erosion control phases in order to protect natural resources and adjoining properties. To continue with construction activities already underway, phases one and two were completed in order to remain in compliance with the revised State permit. Phases three through five will be completed before the end of 2015. The change order amount is the added cost due to the revised erosion and sedimentation control plan.
