PURPOSE:
The bids for Contract 2013-108 (Lovett Street Water and Sewer Line Replacement and Holts Chapel Road Sewer Outfall Replacement) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to PF Plumbing Contractors, Inc. in the amount of $2,296,764.
BACKGROUND:
This work consists of replacing approximately 2,781 LF of 8" waterline and 2,255 LF of 8" sewer line along Lovett Street from W. Florida Street to Freeman Mill Road. It also includes replacing approximately 2,240 LF of the Holts Chapel 12" sewer outfall. The bids were opened on March 19, 2015 and the apparent lowest, responsible bidder is PF Plumbing Contractors, Inc. (Winston-Salem, NC) with a bid of $2,296,764.
The M/WBE utilization goal was MBE 7% and WBE 8%.
The contractor's commitment is MBE 2.5% and WBE 26.4%.
A good faith investigation and review were made, and it was determined that the contractor did make a good faith effort to comply with the M/WBE policy. A letter from the M/WBE office is attached.
