PURPOSE:
Water Resources is requesting approval of a contract with HDR Engineering, Inc. of the Carolinas to provide design and permitting services necessary to extend water and sewer utilities to the Greensboro-Randolph Mega Site located in Randolph County. City Council approval of the professional services contract with HDR Engineering, Inc. of the Carolinas in the amount of $2,297,000 is requested.

BACKGROUND:
On March 3, 2015 City Council approved a resolution authorizing staff to proceed with engineering design and permitting activities necessary for extending water and sewer utility services to the Greensboro-Randolph Mega Site. In support of the adopted resolution, the Water Resources Department issued a Request for Qualification (RFQ) on March 4, 2015.

Four firms submitted a Statement of Qualification (SOQ) by the April 2, 2015 submission deadline. The selection committee evaluated the submissions based on experience, qualifications, project approach, project team members, and proposed M/WBE utilization plan. The SOQ submitted by HDR received the highest score.

With the design engineer selection and negotiations pertaining to design and permitting scope complete, authorization to execute a design services contract is requested. Design services to be provided by HDR include preliminary and final design services, surveying, geotechnical investigations, regulatory permitting, environmental assessment and project management.
