PURPOSE:
Approve execution of an amended Municipal Agreement with the North Carolina Department of Transportation (NCDOT) for project U-5326.

BACKGROUND:
On February 24, 2011, the MPO Transportation Advisory Committee and the NCDOT took action to direct STP-DA Funds to the City to support the acquisition of right-of-way for Market - College - Guilford College Intersection Improvement Project in the amount of $560,000 in STP-DA and $140,000 in Local Match.

Through administrative action the MPO has added additional $320,000 in STP-DA funding due to unanticipated right-of-way costs. This will require an additional $80,000 in local funds.

The purpose of this project is 1) to construct needed turn lanes and other operational improvements to alleviate traffic congestion and improve safety; and 2) construct sidewalks throughout the project limits to connect to other City sidewalk projects on to Guilford College Road and West Market Street. This project will add much need traffic carrying capacity by doubling the number of left turn lanes on all approaches. The intersection is currently experiencing peak hour congestion due to the volume of traffic (cars and heavy trucks). It will also help fill a significant gap in the sidewalk system. The limits of the project are approximately 700 feet west and 900 feet east of the intersection along West Market Street, 700 feet south of the intersection along Guilford College Road and 2,200 feet north of the intersection along College Road.

Per a previous agreement the right-of-way phase is to be complete by December 19, 2015.
