PURPOSE:
The Planning Department is responsible for mowing and lot clean up of properties owned by the Redevelopment Commission and Greensboro Housing Development and Partnership. The Department uses contracted services to perform this work. City Council approval is required for contracts valued at $100,000 or more.

BACKGROUND:
At the request of the Planning Department the Centralized Contracting Division conducted an on-line competitive request for Proposals (RFP) for Mowing and Lot Clean-up Services through the Greensboro Electronic Procurement System (GEPS) in Event #7685. A total of 546 contacts were solicited through the GEPS system. The Centralized Contracting Division sent an outreach email to 43 historically Underutilized Business (HUB) certified M/WBE firm contacts from the Greensboro M/WBE Plan 10-county area, inviting them to respond to the RFP. A total of 13 firms submitted responses, 3 of which were HUB certified M/WBE firms.

An Evaluation Committee of City staff scored the submittals based on criteria outlined in the RFP which considered pricing, experience and capacity for an award based on the "Best Value" standard. J.W. Wright & Associates Ltd., an MBE firm with offices located in Pleasant Garden, NC, scored highest and is recommended for this contract award.

BUDGET IMPACT:
The contract term begins on June 1, 2015 and is for a 13-month period. The total estimated value for the contract for the first year is $152,425. Funds for 2015-16 are available in the current budget.
