PURPOSE:
Authorize the execution of an amendment to Municipal Agreement with the North Carolina Department of Transportation (NCDOT) for project EL-5101DP and associated budget adjustment.

BACKGROUND:
EL-5101DP consists of a) constructing sidewalks on both sides where none exists on West Market Street from Pomona Drive to Walker Avenue, b) removal of the eastbound right turn slip lane at United Street, c) removal of the east bound right turn slip lane at Walker Avenue, and d) constructing sidewalks on both sides of Walker Avenue from west Market Street to Holden Road.

City Council established a budget and authorized execution of the Municipal Agreement for project El-5101DP on November 7, 2012; and a contract to construct the project was awarded on May 6, 2014.

The Amended Municipal Agreement for EL-5101DP revises the cost and time to complete project EL-5101DP West Market Street Improvements and Walker Avenue Sidewalks Project. This amendment will increase the overall budget by $295,000 due to construction costs exceeding the original budget. Construction completion is extended from January 31, 2014 to February 20, 2017. The additional time was requested to complete miscellaneous items, receive reimbursements and contract closure procedures.

EL-5101DP was made possible by the action of the MPO Transportation Advisory Committee, working in cooperation with the NCDOT, to direct Federal Surface Transportation Program Direct Apportionment (STP DA) funds to the City for this purpose.
