PURPOSE:
As a condition of receiving Fiscal Year 15/16 federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties by May 15, 2015 after City Council approval.

BACKGROUND:
The Annual Plan application describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using the anticipated FY 15/16 awards.

CDBG Funding for the City of Greensboro ($2,117,294)
$1,967,294 new funds; $150,000 estimated program income

Proposed Uses of CDBG Funds:
Section 108 Loan Re-payment: $740,205 (mandated obligation)
Program Administration: $374,959
Fair Housing Administration: $18,500
South Elm Street Economic Development: $180,000
Rental Housing Improvement Program (RHIP): $130,000
Match for Lead Safe Housing Program: $130,000 (mandated obligation)
Section 3 Jobs Program - Code Compliance Boarding: $25,000
Homelessness Prevention: $176,130
Economic Development: $50,000
Emergency Repair Program: $172,500
Redevelopment Area Activities: $120,000

BUDGET IMPACT:
$1,967,294 in new federal HUD grant funds and an estimated $150,000 in program income will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.
