PURPOSE:
City Council is requested to approve the contract from Otis Elevator Company to modernize the elevators in the MMOB.

BACKGROUND:
The MMOB has four elevators for visitors and staff use. Two elevators service the east side of the building while the other two service the west side. Due to aging technology, elevator downtime has increased and replacement parts have become more difficult to obtain. The cab operating systems for all four elevators need to be upgraded with newer equipment which will extend their use for years and minimize non-operating times.

After the initial advertisement for the modernization of the four elevators, only one vendor submitted a bid. Due to this lack of vendor interest, staff advertised the contract for a second time. On both events, Otis Elevator Company (Otis) was the only contractor to submit a bid. After a contract has been bid twice with only one bidder, the City may award the contract to the single bidder.

Otis submitted a bid for the modernization of all four elevators in the amount of $679,000 with 10% WBE participation for the electrical and mechanical work. This 10% met the established combined MWBE goal of 10%.

Based on historical pricing of similar work, staff is satisfied that the bid is reasonable. Budget is available for two elevators in the current fiscal year with available funding projected for the other two in the coming fiscal year.
