PURPOSE: As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit a Consolidated Plan every five (5) years and an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties by May 15, 2015 after City Council approval.
 
BACKGROUND:
The Consolidated Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated awards over the next five (5) years and the Annual Plan application describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 15/16 awards from the following sources:
 
HUD Funding for the City of Greensboro and Greensboro HOME Consortium ($3,892,496)
Separate City Council approval actions are required for each federal program covered by the Annual Plan.  Community Development Block Grant (CDBG): $2,117,294 ($1,967,294 new funds; $150,000 estimated program income)
Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $177,108
Housing Opportunities for Persons With AIDS (HOPWA): $321,182
Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:
Greensboro:  $878,969 ($710,534 in new funds; $168,435 in estimated program income and reprogrammed funds)  
      Burlington:     $191,767
      Guilford Co.:  $108,630
      Alamance Co.: $97,546

BUDGET IMPACT:
$3,574,061 in new federal HUD grant funds and an estimated $318,435 in program income and in reprogrammed funds will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.
 
RECOMMENDATION / ACTION REQUESTED:
Request that Council conduct a public hearing to receive comment on the proposed 2015-2019 Consolidated Plan and the proposed FY 15/16 Annual Plan application and adopt the attached resolution to authorize submission of federal program plans and funding application to HUD.
