PURPOSE:
City Council is requested to approve the following contract for the demolition of War Memorial Auditorium. This building is being demolished to make room for a 325 +/ space, revenue-generating, on-site premium parking lot. Coliseum staff, along with engineering staff, formally received bids on April, 16, 2015 for the demolition of War Memorial Auditorium and the Norvell Tent building. The low responsible bidder was DH Griffin Company, in the amount of $439,960.00.  
 
BACKGROUND:
The former WMA is being demolished to make way for a 325 space Premium Parking lot for the Coliseum Complex. Coliseum staff, along with engineering staff, engaged in a competitive bid process for demolition of the War Memorial Auditorium and the Norvell Tent building to make room for a future parking lot. DH Griffin Company was the low bidder in the amount of $439,960.00.
 
The Goal Setting Committee in conjunction with the City's M/WBE office did not establish goals for this project. However, at the bid opening, DH Griffin submitted using 6.1 % WBE on this project.  Final bids submitted by DH Griffin have a minimum of 3% MBE and 3%WBE.
 
A breakdown of the scope of work is as follows:
Demolition of the existing War Memorial Auditorium building at the Greensboro Coliseum Complex and demo of the Norvell Tent building located at 2210 High Point Rd.

*Martinez is a MWBE firm and included themselves in the MWBE percentage of 15% *. Under the City of Greensboro MWBE guidelines, a MWBE firm cannot include themselves as part of their MWBE goal.  
 
 
BUDGET IMPACT:
This project is being funded from Hotel/Motel tax funds and with future parking revenues from the new lot on this site.  This project does not have a negative impact on the Coliseum's operating budget. The funding of the WMA ($396,340) is available in account 526-7517-01-5426.  In addition, the Norvell Tent building funding ($43,620) will be funded by the Coliseum with funds available in account 521-7535-09.5410.  This property across the street from the Coliseum was bid to achieve economies of scale.
 
RECOMMENDATION / ACTION REQUESTED:
Coliseum Department is requesting that City Council approve this contract in the amount of $439,960.00
