PURPOSE:
Guilford County wishes to contract with the Greensboro Transit Authority (GTA) to provide non-emergency transportation service to medical facilities for eligible Medicaid recipients of the City of Greensboro, henceforth known as Medicaid Transportation Service (MTS).  Trans Dev will be responsible for the day-to-day operations of MTS.  In order to reimburse Trans Dev for eligible contracted transportation services, the subject contract Addendum #2 is required.
 
BACKGROUND:
Guilford County Department of Social Services, Administration and Transportation Division expressed interest in the Greensboro Transit Authority (GTA) providing Medicaid Transportation Service (MTS) for eligible Medicaid recipients of the City of Greensboro.  The proposed MTS would be provided as a separate service, with dedicated vehicles and staff.  
 
GTA's contractor, Trans Dev would be responsible for the day-to-day operations of the MTS.  Trans Dev has provided a proposal dated March 25, 2015 for the service.  Specifically, Trans Dev proposes to utilize 7.5 positions (1 coordinator, 1 part time customer service representative, and six (6) operators and lease six (6) vehicles for the start-up service beginning on May 11, 2015.  Beginning October 4, 2015, Trans Dev would lease five (5) additional vehicles and employ nine (9) additional operators to accommodate the demand and growth in passenger trips.  All trips provided would originate and terminate within the City limits of Greensboro.  The targeted state date is May 11, 2015.
 
In May 2014, the Greensboro City Council approved a three-year contract, with two (2) one year options with Trans Dev, Incorporated, formerly Veolia Transportation Services, Inc.  In October 2014, the City Council approved Addendum #1 to the Contract to amend Section 21 of the Contract, entitled "Prohibited Interests" to correctly state the Federal Organizational Conflict of Interest Rules required by the Grants Management Common Rule in 49 C.RF. R. 18.36.
 
The current contract with Trans Dev does not include the provision of the proposed Medicaid Transportation Service.  In order to reimburse Trans Dev for allowable service costs, the Addendum #2 to the original contract is necessary.
 
BUDGET IMPACT:
The amended maximum compensation to Trans Dev provided under Addendum #2 to the original Contract with Trans Dev, including the Medicaid Transportation Service is as follows:
 
Year 1: $12,609,945 (increase of $158,515)
Year 2: $18,143,760 (increase of $2,024,665)
Year 3: $20,453,005 (increase of $3,325,424)
Year 4: $21,185,420 (increase of $3,415,068)
Year 5: $21,852,645 (increase of $3,508,396)
 
It should be noted that all eligible costs associated with the proposed Medicaid Transportation Service are 100% reimbursable to the City/GTA.  In addition, the rate per trip is subject to annual adjustment based on the actual costs of the service.  No additional City funds are required.
 
RECOMMENDATION / ACTION REQUESTED:
Staff recommends and requests the attached resolution authorizing approval of Addendum #2 to the Contract with Trans Dev for the operation of the Medicaid Transportation Service provided by the Greensboro Transit Authority for Guilford County for the period of May 11, 2015 through June 30, 2019, with two one-year options.
