PURPOSE:
In order to incorporate into the TZO Water Reclamation Facility (WRF) 56 MGD Upgrades Package 3 project Construction Manager at Risk (CMAR) project designer services, facility Stormwater Best Management Practice (BMP) design improvements and treatment filter fast track replacement design support services as well as cover additional Package 2 bidding services City Council approval for change order number 1 to contract 2011-037 in the amount of $166,200 is requested.

BACKGROUND:
On May 3, 2011 the City entered into a professional services design contract 2011-037 with CDM Smith, Inc. in the amount of $4,901,400 for the TZO Water Reclamation Facility 56 MGD Upgrades Project. This project provides for the design and phased implementation (using four distinct construction packages) of hydraulic and treatment improvements at the TZO WRF and decommissioning of the North Buffalo WRF. The change order will allow the design engineering team to provide CMAR designer services for package 3, incorporate Stormwater BMP design improvements into package 3, support critical plant operations by fast tracking filter replacement design revisions, and cover additional bid support services necessary for the package 2 construction contract.

With all of the engineering design nearly complete, no M/WBE participation is planned with this change order. Although this change order doesn't achieve M/WBE participation, the existing contract for construction administration services during construction of this project, contract 2014-021 for $4,989,850 with CDM Smith, Inc., does achieve 11% MBE participation....
