PURPOSE:
The bids for Contract 2012-86 (General Waterline Installations - Hilltop Road Projects) have been received. In order for the work to proceed on this contract, City Council approval is requested in order to award the contract to P-F Plumbing Contractors, Inc. for $661,098.00.

BACKGROUND:
This work consists of all labor, equipment, tools, materials, and supplies along with appurtenances necessary to construct water lines to provide a loop feed, which helps improve system redundancy and ensure quality drinking water with less line flushing, from Hilltop Road to Mackay Road. In addition, nearly 400 properties that are within the City limits of Greensboro being served by the City of High Point's water distribution system will be transitioned to Greensboro water. The savings in reimbursements to High Point from this changeover are estimated at $27,000 per year.

The bids were opened on March 5, 2015 and the apparent lowest, responsible bidder is P-F Plumbing Contractors, Inc. (Winston-Salem) with a bid of $661,098.00.

The M/WBE utilization goal was MBE 8% and WBE 8%. The contractor's commitment is MBE 5.0% and WBE 4.1%. A good faith investigation and review were made, and it was determined that the contractor did make a good faith effort to comply with the MWBE policy. A copy of the review letter is attached.

JR Lynch and Sons, Inc. (Pilot Mtn., NC) was the other bidder to participate in this bidding process. However, their Good Faith Effort (GFE) was determined to be insufficient by the MWBE Office review, and their bid was not opene...
