PURPOSE:
The bids for Contract 2014-02 (General Stormwater Improvements) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Yates Construction Co., Inc., for $891,373.00.
BACKGROUND:
This work consists of stormwater (structure) upgrades of existing piping at seven (7) locations across the City of Greensboro. This project, which is the second of two for the year, is part of the Water Resources Department's maintenance program, which plans for annual stormwater improvement contracts. The bids were opened on Feb. 19, 2015 and the apparent lowest, responsible bidder is Yates Construction Co. Inc. (Stokesdale, NC) with a bid of $891,373.00.
The M/WBE utilization goal was MBE 4% and WBE 7%. The contractor's commitment is MBE 3.5% and WBE 11.8%. A good faith investigation and review were made, and it was determined that the contractor did make a good faith effort to comply with the MWBE policy. A copy of the review letter is attached.

The proposed date for start of construction is May 4, 2015. The proposed date of completion is December 16, 2015.
BUDGET IMPACT:
Funds for this construction contract are budgeted in Stormwater Capital Improvements fund account 506-7014-01.6018 A15042. A budget adjustment is needed to use this account.
