PURPOSE:
Kimley-Horn, Inc., was selected to provide planning and engineering services for a greenway from Spring Garden Street to Markland Avenue. City Council approval of the professional services contract with Kimley-Horn, Inc., in the amount of $274,825.53 is requested.

BACKGROUND:
With the development of two greenway projects, the A&Y Greenway and the Downtown Greenway, a large and important section is ready for planning and design. The A&Y Greenway, which now terminates at Markland Drive, will be extended to the edge of downtown and the Downtown Greenway at Hill Street on a route parallel to Battleground Avenue. The Downtown Greenway, which currently terminates at Spring Garden and Cedar Street, will be extended to meet the A&Y at Hill Street and connect to the Downtown Greenway Phase 3 on Smith Street, currently forecast for completion in December 2016. The A&Y and the Downtown Greenway Phase 4 will ultimately use the rail bed of the A&Y railroad which is no longer in service.

Three consulting firms submitted their qualifications and their proposed teams for consideration. The firms were solicited for their experience in greenway projects, their experience working with the City of Greensboro, and the variety of services that they provided in Greensboro in recent history, and their sensitivity to public participation. The proposals were reviewed and selection made with the participation of the Transportation and Engineering & Inspections Departments, Action Greensboro, and the MWBE Office.
