PURPOSE:
The bids for Contract 2012-088 (TZ Osborne Water Reclamation Facility (WRF) Ash Dewatering Upgrades) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to the Laughlin-Sutton Construction Company in the amount of $649,000.

BACKGROUND:
This work consists of furnishing and performing all work necessary for the completion of the TZ Osborne Water Reclamation Facility (WRF) Ash Dewatering Upgrades, which includes the installation of a new rotary fan press and flocculator, thickened ash pump, a grinder, two (2) new polymer pumps, filtrate pump station, and demolition of existing belt filter press.

The bids were opened on February 5, 2015 and the apparent lowest, responsible bidder is Laughlin-Sutton Construction Co. (Greensboro, NC) with a bid of $649,000.

The M/WBE utilization goal was MBE 3% and WBE 5%. The contractor's commitment is MBE 0.7% and WBE 2.4%. A good faith investigation and review were made, and it was determined that the contractor did make a good faith effort to comply with the M/WBE policy.

The proposed date for start of construction is April 6, 2015. The proposed date of completion is December 2, 2015.

BUDGET IMPACT:
Funds for this construction contract are budgeted in Water Resources Capital Improvements Fund account 503-7024-06.6019. A budget adjustment is needed to use this account.
