PURPOSE:
City Council is requested to approve the attached change order from Otis Elevator Company to modernize the Davie Street Parking Deck-Friendly Avenue side elevator. The Market Street side elevator is currently being modernized. The elevators are currently operated by older technology and are having issues staying operational.
BACKGROUND:
The Davie Street Parking Deck is one of the oldest parking decks that the City owns and operates. Currently it has two elevators for pedestrians to use. One elevator services Market Street while the other services Friendly Avenue. Due to aging technology and the heavy use, the elevators are experiencing greater downtime. The cab operating systems need to be upgraded with newer equipment to meet the demands of today's use. Modernizing the existing equipment will provide for years of use with minimal non-operating times. The modernization will also provide the installation of a fire detection monitoring system where one does not exist.
Due to lack of vendor interest, bids were received on two separate occasions for the original contract. Otis Elevator Company (Otis) was the only contractor to submit bids on both dates. Otis was the lowest bidder at $409,050 to modernize both elevators at the Davie Street Parking Deck. Due to budget constraints the project scope was reduced to only modernizing the Market Street Side. The revised price was $225,199 to modernize the Market Street side elevator and to perform the electrical, mechanical, and Fire Monitoring system work.
