PURPOSE:
Water Resources requests approval to sole source the purchase of a diamond cloth filter system for secondary clarifier effluent filtration from Aqua-Aerobic Systems, Inc. located in Loves Park, Illinois. City Council approval is required to sole source a purchase under State Public Contracting Statute GS 143-129 (e)(6) which allows exceptions to the letting of public contracts for the purchase of apparatus, supplies, materials or equipment when standardization or compatibility is the overriding consideration. In this particular case the sole source option was chosen because the six existing travelling bridge filters can be readily retrofitted with the diamond cloth filter system in order to re-use the existing filter basin structure and standardize treatment plant tertiary filtration with high-rate filtration technology.

BACKGROUND:
The six travelling bridge filters were installed in 1998 to provide tertiary treatment of plant effluent by removing suspended solids and associated organics and nutrients from secondary effluent. In order to support the hydraulic expansion of the plant from 40 million gallons per day (MGD) to 56 MGD and to help meet current and future total phosphorus discharge limits, through the removal of total suspended solids, upgrades to the existing effluent filtration system are needed.
