PURPOSE:
The adopted "City of Greensboro Policy - Water & Sewer Services Outside the Corporate Limits" allows City Council to grant approval of utility extensions and connections outside of the City of Greensboro's corporate limits. This resolution will address a public health necessity issued by Guilford County Department of Public Health by allowing Tabernacle United Methodist Church to make a connection onto the City's existing 12" water main on Woody Mill Road. A "Utility and Development Agreement and Petition for Annexation" signed by the current property owner will be delivered to the City of Greensboro in consideration of the water connection.

BACKGROUND:
On April 3, 2012 (revised on May 20, 2014), City Council adopted the "City of Greensboro Policy - Water & Sewer Services Outside the Corporate Limits" to address the extension of water and sanitary sewer lines and to allow for extensions and connections outside of the City of Greensboro's corporate limits. Since the church property cannot be annexed at this time because it is located more than three miles from Greensboro's primary corporate limits and the church requires a 2" water connection an exception to the extension policy is requested.

Tabernacle United Methodist Church is currently served by a private well. Fluctuations in the groundwater chemistry are believed to be contributing to the lead and copper levels observed in the church's distribution system.
