PURPOSE:
American Process Group, Inc. is being requested to provide sludge dewatering services to remove the sludge contents within the storage lagoon located at the Townsend Water Treatment Plant for the Water Resources Department. City Council approval for a one year contract with American Process Group, Inc. in the amount of $659,158 is requested.

BACKGROUND:
Water Resources is requesting to enter into a one year contract with American Process Group, Inc. to provide sludge dewatering services at the Townsend Water Treatment Plant. The contract calls for the removal of sludge residuals which are a byproduct of the water treatment process. The residuals build up over time and have to be dewatered and removed bi-annually in order to maintain adequate storage volume in the lagoon and support permit compliance with state water quality regulations.

American Process Group, Inc. was the lowest responsive bidder to the City's November 2014 Request for Proposals with a bid of $659,158 for dewatering services. The second lowest bid received was from Bio-Nomic Services, Inc. in the amount of $1,107,200. The M/WBE Goal Setting Committee reviewed the work and identified no subcontracting opportunities as this type of specialized work is typically self performed.

BUDGET IMPACT:
Funding in the amount of $659,158 for this contract is budgeted in Water Supply Operating Fund account 501-7025-01.5627.
