PURPOSE:
City Council is asked to adopt the 2014 Regional Assessment of Fair Housing (Analysis of Impediments).

BACKGROUND:
The Department of Housing and Urban Development (HUD) requires recipients of Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funds to affirmatively further fair housing and to assess fair housing issues every five years. HUD recently introduced new regulations that allow and encourage grant recipients to collaborate on developing a regional fair housing plan. The City of Greensboro joined with the City of Burlington, City of High Point, and the Surry County HOME Consortium to complete a regional assessment to depict fair housing impediments throughout the region. The assessment recommends key strategies and actions for each participating jurisdiction to take in order to address factors that limit housing choices. The assessment will also inform the development of the 2015-2020 Consolidated Plan (five year plan for community development) which is due in May 2015. The recommendations in the assessment were based on findings drawn from stakeholder interviews and public participation in each jurisdiction, as well as analyses of demographic and housing market trends in the region's cities, neighborhoods and census tracts. On December 17, 2013 City Council approved a contract for the regional partnership to complete this work between Greensboro, Burlington, High Point, and the Surry County HOME Consortium. Additionally, City Council was briefed on the findings of the Regional Assessment of Fair Housing at the January 27, 2015 Council work session.
