PURPOSE:
Fleming Engineering, Inc. is being requested to provide additional engineering design services for the General Sidewalk Improvements EL-5101DL project. City Council approval of a contract extension to the professional services contract with Fleming Engineering in the amount of $18,008.21 is requested.

BACKGROUND:
Funding from a Congestion Mitigation and Air Quality (CMAQ) grant was approved by the Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) for almost 18 miles of sidewalks on W. Friendly Avenue, English Street, Yanceyville Street, and Pisgah Church/Lees Chapel Road. This is the largest single sidewalk project the City has ever undertaken. To comply with the grant (EL-5101DL), the construction contract will be awarded to one contractor, but the design was split among three engineering firms.

On April 9, 2013, the City Manager approved award of a design contract to Fleming Engineering, Inc., for $275,441.12 for the Friendly Avenue portion and a section of the Yanceyville Street portion. Fleming Engineering is an engineering design firm in Greensboro. A contract extension to add accessible curb ramps and to redesign crosswalks was approved by the City Manager in the amount of $9,240.00 for a current contract total $284,681.12. A second contract extension is required to add the design of a retaining wall at a cost of $18,008.21. The new total contract amount will be $302,689.33. Because the contract would now exceed $300,000, Council approval is required for an extension.
