PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of acquiring right of way and easements for the Elkhart Drive Storm Water System Project. City Council approval is requested for the acquisition of this property.
 
BACKGROUND:
The Water Resources Department has approved a storm drainage improvement project located at Fairfield Drive and Elkhart Drive.
 
The subject property is located at 2901 Fairfield Avenue, parcel #0030523. This property is owned by Patricia M. Ingle, Lynn M. Stone, and Robert J. Morphis. The portion of property to be acquired was appraised by Tonya Brady of McNairy & Associates with a value of $16,027.20. The owners agreed to accept the appraised value.
 
The property is zoned R-5, Single Family Residential. The required acquisitions include a Permanent Drainage Easement of 4,818 Sq. Ft., (.11 acre), Temporary Construction Easement of 3,512 Sq. Ft., (.08 acre), and Landscaping and other site improvements.  
 
BUDGET IMPACT:
Funding in the amount of $16,027.20 for this acquisition is budgeted in the Water Resource Department's Right-of-Way for Construction Account #506-7014-06.6012, Activity #A15047.
 
RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends approval of this acquisition.
